Are you still waiting for approval? They approved mine in around 3 days with no problem. Keep in mind the administration of the groups.io and many, if not all, of the servers that allow one to look at the screens without having your own radio, they are all volunteers.
Sometimes they can't find time to approve new users right away
I have installed ATCS Monitor and have Windows 10 OS. I have tried running the program and it starts to open then shuts down. I also tried to open as Administrator with the same result. I also shut down all firewalls. Please let me know if you have any suggestions.

The software won't run on Windows 10, no matter the tweaks applied. I've checked the official website and it appears that you can run the software only on Windows 95, 98, ME, NT 4.0, 2000, XP or Vista. There is nowhere mentioned about Windows 10 which means it's not compatible with. The only way to run the application is to install Windows XP in virtualization mode.
You will need an application that gives you this possibility (see below) and an original Windows XP installation disc/ISO.
You can still download it even now but you have to join the atcsmon.groups.io discussion board before you can get it.

I have a chromebook with Chrome, And populer tags say this goes well with Windows 10.
Almost everything for atcs mon has to run on windows or under a windows emulator on Linux-type machines.
If you have a windows emulator that works on Chromebook, you may be able to run the ATCS monitor pieces in Chromebook.
